Proposta metodológica para a avaliação da qualidade nas atividades do fomento florestal

Abstract

After working in Forestry Fostering, it was realized the need for a methodology to identify gaps in forest foresting operations. Thus, the development of this work is justified by the fact that, despite the recognized efforts of professionals associated with fostering in the companies, it is noted that fostered producers usually do not bother to perform the recommended operations with quality. This can be often explained by cultural, economic reasons or lack of information. The general objective of this work is to develop and test a methodology for verifying the quality of the execution of the main operations for the implementation of forestry projects of a fostering program for a forestry company, through the development of management tools that can facilitate decision makings with greater confidence and speed. The research covered part of the region attended by the Forestry Fostering Program of the Company in northern Espirito Santo and southern Bahia. Questionnaires were applied to fostered producers totaling an area of 7646.38 ha, being the properties chosen randomly (draw) to eliminate biased variables and achieve greater diversity of samples, generating knowledge for practical application in order to find solutions to propose a verification methodology. In this way, literature searches, meetings with managers, engineers, fostered farmers and data surveys were made. In economic simulations made in this work it was revealed that the producer fails to make profits when not following the technical recommendations passed by the company. The simulations were performed based on the impact of tree survival rate and weed competition on productivity and on the cost of fertilizers. Losses ranging from 5 to 20% were simulated for the three items. It can be verified that with the price of wood practiced in the study area the loss amounted up to 40% of the wood price in some extreme cases. At the end of the study it was possible to outline a methodology and build tools in form of charts and analytical worksheets for use in the management of contracts. These tools have proven useful for the company and for the fostered, since the same show with clarity and ease of interpretation the reality of the enterprise. Seven operations were evaluated: ant control, chemical weed control before planting, subsoiling, planting, planting fertilization, cultural tract on planting line and topdressing fertilization. Two important items were also evaluated: the contractual status and satisfaction with the contract, these to verify the credibility of the program. It was concluded that the methodology presented through the research is satisfactory for the program and can be applied into fostering programs from other companies because, when applied, the results favored the goal of the program, bringing higher quality in operations and better results in productivity and satisfaction of the producer. For the methodology presented in this research be implemented and bring good results, it should be seen by the company and producers as a tool for improving the quality of execution of operations, for such there must be the involvement and commitment of all in search of positive results.
